Facts

A woman Municipal Commissioner in Shidlaghatta removed banners put up to promote a Kannada film because they allegedly had no permission and were causing public problems. After this, a Congress leader allegedly called her on the phone and used abusive and threatening words while she was doing her official work. Based on this, two FIRs were filed against him. He asked the High Court to cancel these cases.
